The Department of Homeland Security Cybersecurity and Infrastructure Security Agency (CISA) (Formally known as the Office of Emergency Communications) has recently created a Federal level Fusion center. The mission of the Fusion Center is to staff a coordinating center to process requests for Amateur assistance, at a Federal level, during large-scale disasters. It will bring together various Amateur organizations, including ARES /RACES, Civil Air Patrol, ARC, Salvation Army, REACT, and the VOIP Hurricane Net. CISA will request the Fusion Center’s activation.
Texas is the first state to be asked to participate in an exercise with the new Fusion Center. The activity will occur on Saturday, November 20, from 12 Noon to 3 PM Central Standard Time.
The exercise is open to all ARRL Amateur Radio Emergency Service (ARES), RACES, and AUXCOMM operators.

During the event, members will receive a notification requesting a response to a couple of simple questions about infrastructure status. Send your answers in a Winlink Message using any Winlink method, including the internet.
If you do not have Winlink Express, visit www.winlink.org for more information. In addition, there are numerous Winlink instruction videos on YouTube. Talk with your local ARES Training or Emergency Coordinator if you have questions about Winlink. If you do not know your Emergency Coordinator, visit Amateur Radio Emergency Service – ARRL North Texas Section (arrlntx.org) or talk with a member of your local radio club. Remember to respond using Winlink via HF, VHF, or UHF or even without a radio by using an internet connection.
The notification will be sent on November 20, using the same method you received this email, and from your Emergency Coordinator. Also, the notice will be posted on the ARRLNTX website and posted on our Groups.IO site. The notice will include the questions and the Winlink addresses at the ARRL West Gulf Division. Your responses will not be forwarded but will be counted and sent as a summary of response statistics to the CISA Fusion Center.
So, in summary:
WHO: All North Texas ARES, RACES, and AUXCOMM Operators
WHAT: Answer a couple of simple infrastructure questions as an Exercise
HOW: Send a message with the answers using Winlink (any mode) to the addresses in the notification
WHERE: You will receive an email, or you can check on the ARRLNTX.org Website or Groups.io in the ARRLNTX forum
WHEN: Saturday, November 20 between 12 noon and 3 PM
